Start with the implementation plan
DG ECHO publishes Humanitarian Implementation Plans (HIPs) setting out crisis and regional priorities, available allocations and potential partners. Read the current HIP together with its technical annex and amendments. A published allocation is not itself an open call or a promise of funding.

Check the route for your organisation
Direct EU humanitarian funding operates through the applicable DG ECHO partnership arrangements. Check certification or agreement requirements before preparing a proposal. Organisations working through an implementing partner should check that partner’s process and the action’s conditions.

Confirm deadlines in the relevant documents
Submission dates, eligible countries, sectors and applicant requirements depend on the particular financing decision, technical annex or invitation. This hub does not infer an application deadline from a HIP’s publication date. The scheduled source monitor checks the HIP index for changes; it does not certify that every linked allocation is accepting proposals.
Other EU funding routes
Keep other EU calls in view alongside DG ECHO, including relevant international partnership, recovery, resilience and civil protection programmes. The Funding & Tenders Portal is an additional discovery route; it does not replace DG ECHO’s own humanitarian funding sources.
